bring to and boar away from the Colony. Take away her

soa-borne trade and the Colony may be said to have no

interests at all. Once a neighbouring port is established

it will attract shipping which otherwise would come to

the Colony and with it will be attracted at the expense

of the Colony the junk traffic, the cargo boate, the

coolice and the chinose who are inevitably attendant

on it.

The growth, attractiveness and development of the

new port will be at the expense of the growth, attractive-

nese and development of the Colony. A rival will exist

where now there is a clear field. A rival possibly

offering, owing to its situation, greater facilitice

to trade and shipping than the Colony can offer. The

Germans after the war will undoubtedly endeavour to

croate a large trade with Chine. The foundations are

already being laid during the war. Gormany, after the

war, will be in vital need of money.

She will have to

aoll all the goods she can to enable her to get money.

She will need to import a vast quantity of raw material

so that she may manufacture goods for sale and she will

have to do this at once. There can be no waiting.

Under any circumstances a new port carnot be established

for a number of years. In the interval she must tradę

as herd as she can and, as far as Southern China is

concerned, she must do it from Hongkong. There is no

other place open to her. By the time any now port is

ready her trade connections will be revived from Hongkong

and she will not be sager to jeopardize them by shifting

and will be less likely to intrigue for the opening of

a rival port. Without her instigation it is less likely

that a rival port will take shape. The British merchanta

here say they do not foar hor competition so there can be
